Yes. Oxolan uses its own peer-to-peer protocol instead of SMB, so the errors you see with shared folders (0x80070035, 0x80004005, network path not found, randomly disappearing computers) simply do not happen with Oxolan. SMB can stay on or off — Oxolan doesn't depend on it.
Only across your local network. Your files move directly between machines on your LAN and never go through the cloud — there's no sync server or cloud storage in the transfer path. Discovery, transfer, locking and search all run on your own network.
Oxolan transfers at your network's full LAN speed, so it's far faster than cloud sync — which is bottlenecked by your office's upload bandwidth. Wi‑Fi and slower switches lower the ceiling, but Oxolan always uses the maximum your hardware can deliver.
